Why is there a whitelist?

I tried to get on today and it said you have not been whitelisted for this server . Also why is the server nearly always down and when it does come back on it goes off for another couple of hours?

When the server is white listed, it means I am working on it. I will always aim to remove this ASAP.
The downtime is due to a plugin, which I was fixing whilst the server was white listed.
